Because Sasuke decided abandoned the village just to gain more power so he got replaced anbu root member named Sai and Kakashi was in the hospital because he overused his eye Mangekyō Sharingan so they got a captain named Yamato who was former member anbu black-op.

Besides the standard ranks like Genin, Chuūnin and Jounin. There are few shinobi who bear a superior rank. For example, Cloud village has a rank between that of Jounin and Raikage which is known as "Head Ninja". In Hidden Leaf Village, Jiraiya, Tsunade and Orochimaru were given the title of Legendary Sannin and they were the students of Third Hokage, Hiruzen Sarutobi who got killed by one of his own student Orochimaru.

While Naruto truly is the story of an Uzumaki orphan becoming the hero he always dreamed to be, there's a lot more going on. For example, there are conspiracies, love triangles, and even comedy. However, one of the most important other parts of Naruto is the lead character's relationship with Sasuke Uchiha. Young genin friends turned bitter rivals and enemies. And also later in the serie it was revealed they are both reincarnated as a Sage of Six Path two sons Indra and Ashura Otsutsuki before Naruto and Sasuke it was Hashirama Senju and Madara Uchiha who was born during the war between the Senju clan and Uchiha clan they were the previous reincarntated as Ashura and Indra Otsutsuki.
